FAQ: 2022 PHILIPPINE NATIONAL ELECTIONS
The Philippine Embassy in Seoul informs the Filipino community in the Republic of Korea that voting for the 2022 Philippine National Elections will be conducted in person at the premises of the Philippine Embassy at address 80 Hoenamu-ro, Yongsan-gu, Seoul, South Korea 04346.
Registered voters are strongly encouraged to exercise their right and civic duty to vote.
Please be assured that the Philippine Embassy is undertaking preparations to ensure that the month-long voting exercise will adhere to COVID-19 safety and health protocols.
1. When is the start of the voting for the 2022 election at the Philippine Embassy in Seoul? The casting of votes at the Philippine Embassy in Seoul shall start on Sunday, April 10, at 8:00 a.m. and will close on Monday, May 9, at 7:00 p.m. (PST) / 8:00 p.m. (KST).
What are the voting hours at the Embassy?
The Special Board of Election Inspectors (SBEI) at the Embassy will conduct overseas voting no less than eight (8) hours a day, as follows.
• 10 April 2022, from 8:00 am to 4:00 pm (no lunch break)
• 11 April 2022 - 08 May 2022, from 9:00 am to 5:00 pm (no lunch break)
• 09 May 2022, from 9:00 am t0 8:00 pm (no lunch/dinner break)
What happens if there are voters still waiting in line when the voting ends on May 9?
If at 8:00 pm on 09 May 2022, there are still voters who have yet to cast their votes waiting within the thirty (30) meter radius of the Embassy, voting shall continue to allow them to cast their votes without interruption. The Poll Clerk shall, without delay, list the names of said voters and announce each name three (3) times in the order in which they were listed. Any voter not present when called shall not be permitted to vote at any later time. (COMELEC Resolution No. 10751 Sec. 27)
The Philippine Embassy highly encourages the members of our Filipino Community to vote early to avoid inconvenience.
2. What do I need to bring for the Elections?
Please bring your original, valid Philippine passport, or Alien Registration Card (ARC), or Seafarers’ book (for seafarers). Dual citizens will also be required to bring their Identification Certificate/Order of Approval. A Voters ID is NOT required to be able to cast a vote.
3. How do I know if I am a registered voter in Seoul? Can I still register to vote for the 2022 National Elections?
The Certified List of Overseas Voters (CLOV) in the Republic of Korea and the CLOV of Seafarers are available on the website of the Commission on Elections (COMELEC).

We invite members of the Filipino Community in Korea to check their names in advance, prior to proceeding to the Embassy to vote. The Certified List of Overseas Voting (CLOV) is also available at the Philippine Embassy.
NOTE: The registration period for the 2022 Philippine National Elections was held from 16 December 2019 to 14 October 2021.
Only registered voters included in the CLOV will be allowed to vote for the 2022 Philippine National Elections. Please note that COMELEC deactivates the records of registered voters who failed to vote in at least two election cycles.
4. Is there a scheduled mobile voting for those residing outside the Seoul area?
Yes, the Philippine Embassy will be conducting a consular outreach and mobile voting at the following provinces:
• Busan from 15-16 April 2022; and
• Daegu from 29-30 April 2022.

5. What are the procedures in overseas voting?
• Overseas Voting in the Philippine Embassy will be held at the Embassy’s 2/F Sentro Rizal Hall
• Upon entry, please inform our security officers that you are in the premises for overseas voting. You will be directed to our voting site. • At the voting site, Approach the Poll Clerk for verification of your identity as a registered voter
• Present your Identification Card to receive your ballot paper and marking pen from the election officer.
• Do not crumple, wrinkle or spoil your ballot paper.
• Proceed to the designated voting area and cast your votes. Shade the circles properly and make sure not to overvote. Undervoting however, is acceptable.
• You are only allowed to use the official marker given to you by the election officer.
• Taking a picture of your ballot paper is strictly prohibited.
• After filling-out the ballot, proceed to the vote-counting machine (VCM) and insert your ballot paper.
• Wait for voting receipt to come out, and for the election officer to hand it to you.
• Verify your votes.
• Insert your voting receipt in the voting receipt receptacle.
• You are not allowed bring your voting receipt outside or show it to others.
• Due to COVID-19 restrictions, Filipino nationals are not allowed to stay in the Embassy premises after they have casted their vote.
6. Where can we register as poll watchers?
Per COMELEC Resolution No. 10751, Section 21, every registered political party or coalition of political parties fielding candidates, accredited political party, sectoral party/organizations or coalition thereof participating in the party-list system of representation, candidate, and accredited citizens’ arms and accredited Overseas Filipino Worker (OFW) organizations shall be entitled to one (1) watcher at any given time during the voting and counting of votes. However, if there is insufficient space for all the watchers to be accommodated, preference shall be given to the watchers of the dominant majority and dominant minority parties as determined by the Commission, one (1) watcher for the accredited citizen’s arms, one (1) common watcher for accredited OFW organizations and one (1) common watcher for independent candidates. For those who are entitled under these Resolutions, the list of poll watchers must be submitted to the Embassy, copy furnished the OFOV.
