ASSOCIATION OF FILIPINO EDUCATORS IN KOREA CELEBRATES FOUNDATION DAY WITH PH EMBASSY OFFICIALS

10 January 2023 – OUMWA Acting Undersecretary Eduardo De Vega with Ambassador Theresa Dizon-De Vega and POLO-OWWA OIC Manolito Barotilla, took part in the celebration of the 15th Foundation Day of the Association of Filipino Educators in Korea (AFEK) led by current President Prof. Joeffrey Maddatu Calimag held at the Sentro Rizal Hall of the Philippine Embassy on 28 December 2022.
AFEK fosters educational and cultural exchanges and relationships between the Republic of the Philippines and the Republic of Korea. During the celebration of AFEK’s foundation day, its members were able to dialogue with Philippine government officials on employment, research, and other academic concerns as Filipino educators in the Republic of Korea.
Ambassador Dizon-De Vega congratulated and thanked AFEK for its efforts in promoting Philippine educational studies and institutions in Korea as well as the establishment of educational partnerships between the two countries. AFEK’s active work in the ASEAN Korea Centre’s Academic Network and its contributions in the editing of the book “Katatagan: Tales of Faith, Strength, and Resilience of Filipios in South Korea” published in 2021.
Acting Undersecretary De Vega who delivered Keynote Remarks spoke about the transition to the Department of Migrant Workers in 2023 and continuing programs and services for the Filipino diaspora. He also replied to some of the concerns raised by Filipino educators during an open forum.

PH AMBASSADOR ATTENDS SEMINAR ON “STRATEGY FOR A FREE, PEACEFUL, AND PROSPEROUS INDO-PACIFIC REGION”

08 January 2023 – Ambassador Theresa Dizon–De Vega attended the Seminar on “Strategy for a Free, Peaceful, and Prosperous Indo-Pacific Region,” hosted by the Korean Ministry of Foreign Affairs on 28 December 2022.
ROK Foreign Minister Park Jin in his keynote remarks presented a strategy that calls for promoting freedom, peace, and prosperity through the establishment of a rules-based order and cooperation on human rights. The strategy likewise highlights ROK’s intended foreign policy outlook towards the Indo-Pacific region, which includes a focus on ASEAN through the Korea-ASEAN Solidarity Initiative (KASI) regional policy.
The Philippines welcomes ROK’s Indo-Pacific Strategy and looks forward to closely working together for a free, peaceful, and prosperous Indo-Pacific. END
PH AMBASSADOR JOINS MEETING OF MOEL AND EPS SENDING COUNTRIES

03 January 2023 – Ambassador Theresa Dizon–De Vega joined the year-end Meeting with Ambassadors of the Employment Permit System (EPS) Sending Countries hosted by the Minister of Employment and Labor (MOEL), Lee Jung-Sik. The meeting was held on 22 December 2022 at the Royal Hotel in Seoul, and attended by the representatives of the sixteen EPS sending countries, namely, Bangladesh, Cambodia, China, Indonesia, Kyrgyztan, Laos, Mongolia, Myanmar, Nepal, Pakistan, Philippines, Sri Lanka, Timor Leste, Thailand, Uzbekistan, and Vietnam. It was the first face to face gathering of the Ambassadors with MOEL since 2018, or after 4 years due to COVID-19 restrictions.
In his welcome message, Minister Lee expressed his profound gratitude to the sending countries, citing that without their support, the EPS could not have succeeded as a strategic platform for foreign employment in South Korea for nearly 20 years. He announced that the Korean government will intensify its labor inspection in 2023 to cover 3,000 workplaces to ensure their strict compliance with labor and occupational safety standards and equal treatment for foreign workers. He added that MOEL will further expand the vocational training opportunities for non-professional visa holders to equip them with skills that can meet the rapidly changing labor market demand of the country.
As the annual quota for EPS will reach the largest ever at 110,000, MOEL requested the cooperation of the sending countries to improve the transmission system of EPS so that all workers can more quickly enter Korea and to strengthen the selection and pre-departure training to prevent adjustment problems. As the rate of overstayers affect the annual quota per country, MOEL also asked for their full cooperation as the government steps up measures to prevent overstaying foreign nationals.
During the open forum, Ambassador De Vega proposed to increase the employment period of Sincere workers to more than 10 years to maximize their productive capacity and provide stronger incentive to both workers and Korean employers. She also raised the concern of providing more employment opportunities for female EPS workers in the manufacturing industry, and offered to partner with MOEL in exploring the inclusion of care workers and other occupations in the service industry of EPS. “In 2022, the Philippines breached a record of over 7,500 EPS workers who entered Korea through the cooperation and support of our governments. As we prepare to commemorate the 75th PH-Korea bilateral relations in 2024, we are committed to boost and explore new areas of cooperation on people to people exchange, labor, and human resource development that will be mutually beneficial to our countries,” the Ambassador said. Ambassador Dizon-De Vega likewise delivered, on behalf of the sending countries, the congratulatory toast remarks for the meeting to close another productive year for the EPS partnership. END

PARTICIPATION IN THE 2022 KOREA INDUSTRIAL TECHNOLOGY AND ENERGY DEVELOPMENT COOPERATION NETWORKING DAY

30 December 2022, Seoul. Philippine Ambassador Dizon-De Vega presented key development cooperation projects between the Philippines and the Republic of Korea during the 2022 Industrial Technology and Energy Development Cooperation Networking Day held at the Grand Hyatt Seoul on 22 December 2022.
Ambassador Dizon-De Vega likewise shared key factors for success of development cooperation projects between the ROK and the Philippines such as matching partner needs and expertise, close coordination between implementing bodies, mutually beneficial gains, and the engagement of the private sector. The Ambassador highlighted that the Philippines-Republic of Korea FTA is expected to be signed next year, and that a new cooperation project aims to maximize the benefits of the agreement through the development of an Origin Management System for the Promotion of the FTA. Through this, PH-ROK hopes to reduce time and cost to comply with rules of origin requirements of FTAs and GSPs and at the same time promote the export of Philippine Micro, Small & Medium Enterprises (MSME) products not only to Korea but to all major markets.
