REMINDER TO THE FILIPINO COMMUNITY ON THE OVERSEAS VOTING FOR THE 2022 PHILIPPINE NATIONAL ELECTIONS
The Overseas Voting for the 2022 Philippine National Elections will be conducted in-person from 10 April 2022 to 9 May 2022 at Sentro Rizal Hall, Room 202, Philippine Embassy, 80 Hoenamu-ro, Yongsan-gu, Seoul, South Korea 04346
Voting hours (no breaks): 10 April 2022 – 8:00 am to 4:00 pm; 11 April to 8 May 2022 – 9:00 am to 5:00 pm; 9 May 2022 – 9:00 am to 8:00 pm. No appointment is needed. Please note that the Embassy will be open during weekends and holidays for Overseas Voting only.
Before voting: Please check if your name is on the Certified List of Overseas Voters available at the Embassy or at https://comelec.gov.ph/.../2022NLE/CLOV/ASIA_PAC/SEOUL.pdf. For seafarers: https://comelec.gov.ph/.../2022NLE/CLOV/SEAFARERS_CLOV.pdf
What to bring: To facilitate the verification of your identity, present a copy of your Philippine Passport, ARC, Identification Certificate (for dual citizens), Seaman’s Book (for seafarers), or other valid IDs with Photo and Signature to the Special Board of Election Inspectors (SBEI).
During voting: Please follow the instructions for voters carefully to ensure safe and orderly voting. Do not hesitate to ask for assistance from any member of the SBEI, if needed.

GUIDELINES FOR ACCREDITATION OF MASS MEDIA ENTITIES, ELECTION OBSERVERS OR MONITORS, AND CIVIL SOCIETY PARTNERS IN CONNECTION WITH THE CONDUCT OF OVERSEAS VOTING FOR THE 2022 NATIONAL ELECTIONS OVERSEAS
The Philippine Embassy in Seoul informs the public of the guidelines for the accreditation of mass media entities, election observers or monitors, and civil society partners in connection with the Overseas Voting for the 2022 National Elections.
The detailed guidelines, contained in the Commission on Elections (COMELEC) Resolution No. 10776, shall apply to the following:
- Local and international and other media that intend to report on the conduct of the 2022 National Elections overseas;
- Civil Society Partners or Volunteers referring to overseas Filipino Communities, non-government organizations, civil society groups; and
- Election observers who will be exclusively monitoring the conduct of the 2022 National Elections overseas in the Philippine Foreign Service Posts
The application for accreditation may be filed electronically or personally with the Philippine Embassy in Seoul at 80 Hoenamu-ro, Yongsan-gu, Seoul, South Korea 04346 This email address is being protected from spambots. You need JavaScript enabled to view it. using the standard Accreditation Application Form, with photos and supporting documents, as stated in Section 8 of the Resolution. However, the period for filing such applications shall be until 09 April 2022 only.
Attached, for reference, is a copy of COMELEC Resolution No. 10776, with the template of the Accreditation Application Form.
Media practitioners, Filipino community organizations and election observers in South Korea interested in applying for accreditation to cover, report on and observe the conduct of Overseas Voting for the 2022 National Elections at the Philippine Embassy in Seoul or its field/mobile voting sites are urged to carefully consider the salient provisions of the Resolution, including the required conditions and qualifications for accreditation; the requirements and procedure for the approval of applications; and respective rules of conduct for the accredited entities.
It should also be noted that, in case of limitations of space at the voting or canvassing center, the Embassy may limit the presence of accredited entities to two (2) media representatives and two (2) election observers. END
GUIDELINES FOR ALLOWING QUALIFIED REGISTERED OVERSEAS VOTERS TO VOTE IN ANOTHER POST WITH PERSONAL MODE OF VOTING
The Philippine Embassy in Seoul is pleased to inform all Filipino nationals in Korea that Overseas Voters with active registration status in another Post or country may be allowed to vote at the Embassy or at its Field/Mobile Voting sites.
Following are the guidelines set forth by the Philippine Commission on Elections (COMELEC) for qualified registered Overseas Voters to be able to vote in Embassies or Consulates with either manual or automated personal mode of voting:
- The Overseas Voter shall manifest his/her intention to vote in writing from 10 April 2022 to 30 April 2022 before the Philippine Embassy. See attached template for the Manifestation of Intent to Vote in Another Post (MIVAP) for this purpose.
- The Overseas Voter shall attach to the MIVAP a clear copy of his/her Philippine passport or any competent document to prove his/her identity.
- The Embassy shall immediately verify with COMELEC the registration status of the applicant Overseas Voter while observing the provisions of the Philippine Data Privacy Act of 2012. The verification process will take place within 48 hours upon receipt of such communication by the COMELEC’s Office for Overseas Voting (OFOV).
- If the Overseas Voter is verified as ACTIVE, the OFOV shall issue the corresponding authority to the Special Board of Election Inspectors (SBEI) of the Embassy allowing the active Overseas Voter to vote at the Embassy or field/mobile voting locations. But if said Overseas Voter is not registered or has been deactivated, he/she shall not be allowed to vote.
- The SBEI shall notify the concerned Overseas Voter of the approval or disapproval of his/her application using the template provided by COMELEC.
- The Overseas Voter shall sign the List of Voters with Voting Records (OVF No. 2-A) where his/her name shall be written manually, with proper annotation, by the SBEI before he/she is allowed to cast his/her ballot.
Due to the limited application period for this facility, interested Overseas Voters are requested to file their MIVAP with the Embassy as early as possible. The Philippine Embassy in Seoul conducts Online Information Session on Overseas Voting in the Republic of Korea
SEOUL, 5 April 2022 — In preparation for the Philippine National Elections 2022, Philippine Ambassador Theresa Dizon-De Vega led an online information session on the conduct of Overseas Voting at the Philippine Embassy in Seoul on 2 April 2022.
Ambassador De Vega provided an overview of Overseas Voting in the Republic of Korea. Part of her presentation was on the Certified List of Overseas Voters (CLOV) in Korea, procedures in voting at the Philippine Embassy, important reminders from COMELEC, prohibited acts during election season, and important dates and contact information to remember. She also reaffirmed the political neutrality of the officials, staff, and attached agencies of the Philippine Embassy in the Republic of Korea for a clean, safe, peaceful, transparent, fair, and secure national elections.
Consul General Romulo Israel, Jr also informed about the upcoming Field and Mobile voting scheduled in Busan and Daegu for the month of April 2022.
The session was then followed by an interactive question-and-answer segment. At the end of the session, Ambassador De Vega requested the assistance of Filipino community organizations in disseminating significant information on Philippine overseas voting in the Republic of Korea.
