MAHALAGANG PAALAALA PARA SA MGA OVERSEAS FILIPINO VOTERS SA KOREA

Nais pong ipabatid ng Pasuguan ng Pilipinas sa ating mga kababayan sa South Korea na ibinalik sa Embahada ng Korea Post ang mga mailing packets (na naglalaman ng blankong balota galling sa COMELEC, security seal at voting instructions) na aming ipinadala dahil sa mali o kulang na address na naibigay ng mga botante sa pagrehistro sa COMELEC. Dahil dito, at dahil na rin sa kagustuhan ng nakararami, ang mga mailing packets ay maaring kunin ng botante sa Embahada. Ang lahat ng rehistradong botante ay inaanyayahang bumisita sa lalong madaling panahon sa Embahada o bago mag-ika 13 ng Mayo 2019 (cut-off time 5pm) para personal na kunin ang kanilang mga mailing packets. Para makuha ang inyong mga mailing packets, ang mga rehistradong botante ay maaring magtungo sa Embahada at magdala lamang ng identification card (e.g. Passport, Alien Registration Card o Voter’s ID galling sa COMELEC).

Para sa mga rehistradong botante na hindi makakapunta sa Embahada dahil sa kanilang trabaho o dahil sa malayo sa Seoul and kanilang tirahan, mangyari po lamang na ipaalam sa Embahada sa lalong madaling panahon ang inyong tama at kumpletong mailing address kasama ang postal codes (sa wikang Korean) upang maipadala ng Embahada ang inyong mga mailing packets sa pamamagitan ng Korea Post Office. Nais din po naming ipaalala sa ating mga kababayan na para sa Halalan ngayong 2019, inatasan ng COMELEC ang Embahada na ipatupad and Automated Postal Voting. Para sa voting method na ito, ang mga rehistradong botante ay maaaring mag-kumpleto ng kanilang mga balota sa Voting Area sa Embahada. Ang kumpletong balota ay ilalagay sa selyadong sobre at ipapasok sa tinakdang Ballot Receptacle sa Embahada. Hindi tulad noong Halalan 2016, sa Automated Postal Voting method na inatas ng COMELEC, hindi maaaring personal na ipasok ng botante ang kanilang mga balota sa Vote Counting Machine (VCM). Ang mga matatangap na balota ay maari lamang buksan ng mga COMELEC-deputized na opisyal ng Embahada tuwing Lunes at Huwebes na magsisimula ng alas-9 ng umaga para sa pagpasok nito sa VCM.

Para sa mga kababayan natin na magtutungo sa Embahada para personal na kunin, kumpletuhin at ibalik ang kanilang mga balota, mayroong itinakdang Overseas Voting room sa ikalawang palapag ng Embahada. Tanging mga botante lamang po ang may pahintulot na pumasok sa OV room. Pinapaalalahanan lamang po namin ang lahat na hindi maaring kumuha ng litrato o video sa naturang silid.

The Philippine Embassy in Seoul wishes to inform the members of the Filipino community in South Korea that, due to public demand and the large volume of mailing packets (containing the blank ballot from COMELEC, security seal and voting instructions) returned by the post office to the Philippine Embassy because of incomplete/incorrect/not updated addresses provided by the registered voters to the COMELEC, registered overseas voters are now requested to visit the Philippine Embassy in Seoul as soon as possible on or before 13 May 2019 (cut-off time is 5pm) to pick-up their respective mailing packets. To claim their respective mailing packets personally at the Philippine Embassy, registered overseas voters are requested to bring proof of identification to the Philippine Embassy (e.g. Passport, Alien Registration Card or Voter’s I.D. issued by the COMELEC).

For those registered overseas voters who are unable to visit the Philippine Embassy because they are working or residing outside Seoul, they are requested to inform the Philippine Embassy as soon as possible of their correct/complete mailing addresses with postal codes (in Korean language) so that the Philippine Embassy can send the mailing packets to them through the post office. The Philippine Embassy will accept requests for mailing only until 26 April 2019 so that there will be sufficient time for mailing.

The Embassy wishes to underscore, however, that the mode of voting for South Korea as prescribed by COMELEC is still Automated Postal Voting. Under this voting method, the voter can accomplish the ballot at the Voting Area at the Embassy. The accomplished ballot must be enclosed in the accompanying return envelope, and the voter must place the sealed ballot in the designated Ballot Receptacle at the Embassy. Unlike during the 2016 Elections, the Automated Postal Voting mode set by COMELEC this year does not allow the voter to personally feed the ballot into the Vote Counting Machine (VCM). The received ballot envelopes shall be opened by COMELEC-deputized Embassy officials only on Mondays and Thursdays, starting at 0900H, for feeding into the VCM.

For those who will pick-up, accomplish, and drop-off their ballots at the Embassy, we have designated an Overseas Voting (OV) room at the 2nd floor of the chancery. Please note that only the voter is allowed inside the OV room. Further, no photos or videos are allowed to be taken inside the OV room.
